A suspect was located in the area and subsequently taken into custody. Nosher Ali Ahmad, 34, of Bahrain, was arrested and is being held without bond.

Upon arrival, it was determined that the reporting party allegedly observed a male subject masturbating in his vehicle. Arriving officers located the subject and took him into custody. Otman El Garras, 37, of Burke, VA was arrested and charged with obscene sexual display.

The Arlington County Police Department’s Special Victim’s Unit is asking for the public’s assistance in identifying and locating a suspect involved in the sexual assault of a female victim which occurred at a residence in the 1500 block of Key Boulevard on Sunday, May 7, 2017. At approximately 9:45 a.m., police responded to the report of an unknown male suspect who entered the residential building and began knocking on various apartment doors claiming to be a maintenance worker. Once the female victim opened her door, a physical struggle ensued between the victim and the suspect. During the attack, the suspect sexually assaulted the victim. The suspect then fled the scene on foot. The suspect is described as a black male in his early 20s, approximately 6’0″ tall with a slim build. He was wearing a gray hooded sweatshirt with dark pants and carrying a backpack. Prior to the sexual assault, the alleged suspect was captured on surveillance video attempting to gain entry into a residential building in the 1900 block of Wilson Boulevard. The suspect is seen waiting in the entryway prior to following a resident into the secure building. The suspect is then stopped by the concierge who refused further access into the building. The suspect leaves the area on foot in the direction of the 1500 block of Key Boulevard.

The suspect is described as a black male, approximately 6’0” tall and weighed 200 lbs. He was wearing a black shirt and black shorts with stripes down the side.

At approximately 9:15 p.m. on May 25, police were dispatched to the report of an enticement. The investigation revealed that at approximately 8:00 a.m. on May 25, a juvenile male was walking in the area when an adult male subject in a silver four-door sedan pulled alongside him. The subject asked the juvenile where he was going and if he wanted a ride. When the juvenile responded no, the subject drove off in an unknown direction. The subject is described as a white male between 40-60 years old with gray hair. The investigation is ongoing.

The subject then tried to force his way into the bedroom but was unsuccessful in gaining entry. The subject fled the scene shortly after. A K9 track of the area returned with negative results. There is no suspect description other than he was wearing gray shoes at the time of the incident. The investigation is ongoing.

This incident occurred at a government or public building at approximately 12:01 a.m. on February 1.

PEEPING
1300 block of N. Pierce Street, Arlington, Virginia
At approximately 2:00 a.m. on February 7, officers responded to the report of an unknown male suspect peering into windows of a residence. A female victim witnessed the suspect, causing the suspect to flee the scene on foot. An individual matching the suspect description was located in the area. A show up was conducted and a positive identification was made. Alexander Lopez, 36, of Arlington VA, was arrested and charged with peeping into dwelling. He is being held without bond.

At approximately 6:26 p.m. on February 8, officers responded to the report of a male subject peeping into a residence. Upon arrival, it was determined that an unknown male subject was seen peering into a window of a residence. The suspect is described as a white male in his thirties, approximately 5’8” tall and weighed 165 lbs. The investigation is ongoing.

3900 block of N. Abingdon Street, Arlington, Virginia
At approximately 6:22 a.m. on January 4, officers responded to the report of a man hiding in the bushes of a neighbor’s residence. Upon arrival, an officer observed the suspect on the property. The suspect saw the officer and fled the scene on foot. A brief foot pursuit was initiated but the officer lost sight of the suspect. A perimeter was established and a K9 track was conducted with negative results. The suspect is described as a black male in his early thirties, approximately 5’8”-6’0” tall with a black beard. He was wearing a black hoodie and blue running pants with a white stripe at the time of the incident.

At approximately 10:07 p.m. on January 17, officers responded to the report of an indecent exposure. A female victim opened a window inside her residence and observed a male subject, several feet from the window, exposing himself. The suspect fled the scene in an unknown direction. He is described as a white male, wearing a blue t-shirt, grey sweatpants, and a dark colored winter hat. The investigation is ongoing.

This incident occurred at a home or residence at approximately 11:26 p.m. on January 22.

BURGLARY
7000 block of Williamsburg Boulevard, Arlington, Virginia
At approximately 1:02 p.m. on January 24, officers responded to the report of an attempted burglary. A female victim heard a loud banging noise at her residence and witnessed an unknown male subject attempting to push open a window. The suspect then went to the back of the residence and entered the victim’s screened in porch. Once the suspect observed the victim inside her residence, he fled the area on foot. Officers established a perimeter and a K9 search located a subject matching the description given by the victim. Johnnie Clay Jones, 60, of Springfield VA, was arrested and charged with burglary and possession of burglarious tools. He is being held without bond.

County Board’s Response to Rape Numbers

Arlington County’s Overall Crime Rate Continues to Trend Downward

ARLINGTON, Va. – The Arlington County Police Department has released the 2016 Annual Report, [Finally! This report is usually issued in March, but I reckon publishing these numbers during Sexual Assault Awareness Month would’ve been a public relations disaster] highlighting the many endeavors the men and women of this department undertake to maintain Arlington County as a safe place to live, work and visit. Last year the agency adopted three key initiatives to guide staff as we continue to deliver professional police services to our community. These initiatives are community engagement, transportation safety, and crime prevention and control. In recognition of our commitment to keeping the Arlington community informed and engaged, this annual report reflects accomplishments in each initiative.

Among the information in the annual report is the 2016 crime statistics. Arlington’s overall crime rate, which is comprised of Part I offenses as defined by the Federal Bureau of Investigation, decreased by 2.4% in 2016. The grand total of Part I offenses (homicide, rape, robbery, aggravated assault, burglary, larceny and motor vehicle theft) was 3,512 in 2016, down from 3,628 in 2015. Over the last five years, the overall crime rate in Arlington County has continued to trend downward [with the exception of rape, which is at a 5 year high!].

The majority of crimes reported to the Arlington County Police Department are Part II offenses which encompasses various felony and misdemeanor crimes. Part II offenses decreased marginally by 0.34% from 7,313 in 2015 to 7,288 in 2016. Additionally, calls for service received by the Police Department dropped by 4.5% from 87,475 in 2015 to 83,511 in 2016.

Traffic statistics also reflected a decrease in 2016 as there were 140 fewer reportable crashes than in the previous year. Crashes involving bicycles decreased by 30.4% from 46 in 2015 to 32 in 2016. While there were 24 more reportable pedestrian involved crashes in 2016 than in the previous year, the number of reported incidents have remained relatively consistent over the last five years. In 2016, there were zero pedestrian, bicyclist, or driver fatalities investigated by the Arlington County Police Department.

The Arlington County Police Department remains committed to proactively policing our neighborhoods to prevent and reduce crime, building strong partnerships with the community and effectively communicating to ensure the public’s trust. By working together with our citizens, we can continue to maintain the safety of Arlington County.
