INDECENT EXPOSURE
1800 block of N. Oak Street, Arlington, Virginia
At approximately 8:14 p.m. on October 3, police were dispatched to the report of an exposure. Upon arrival, it was determined that at approximately 7:40 p.m., an unknown suspect entered a business and sat down in a chair. The suspect then exposed himself and touched himself inappropriately. The suspect fled on his bike after the employee informed the suspect she was calling police. The suspect is described as a black male, 35-40 years old, approximately 5’10”, 215 lbs., with black and blonde dreadlocks falling below shoulder length, some facial hair, wearing a dark t-shirt and blue jeans. The bike is described as a gray and black mountain bike. The investigation is ongoing.

This incident occurred at an elementary or secondary school at approximately 2:00 p.m. on October 4.

PEEPING
2800 block of 9th Street S., Arlington, Virginia
At approximately 10:07 p.m. on October 6, police were dispatched to the report of a subject peeping into windows. Upon arrival, it was determined that the suspect was observed peeping into a residence and crouching behind a bush to avoid being seen. When an arriving officer attempted to make contact with the suspect, he fled on foot. A brief foot pursuit ensued before the suspect was taken into custody without incident. Alexei Rodriguez, 44, of no fixed address, was arrested and charged with peeping/spying into a dwelling.

1800 block of N. Moore Street, Arlington, Virginia
This incident occurred in a park or playground at approximately 10:22 p.m. on October 6.

BURGLARY AND ABDUCTION
6700 block of 19th Road N., Arlington, Virginia
At approximately 5:35 a.m. on October 10, police were dispatched to the report of suspicious circumstances. Upon arrival, it was determined that the victim heard noise originating from the backyard and upon investigating, located damaged property. As officers canvased the neighborhood, they began receiving reports of a naked man observed in the area. Officers located the suspect in the 2100 block of N. Westmoreland Street and commanded him to stop. The suspect fled on foot into a residence where he locked himself inside a bathroom with a male victim. The male victim was unharmed and able to unlock the door at which time officers took the suspect into custody without further incident. As the investigation continued, officers located additional victims and determined the suspect had allegedly attempted or successfully gained entry into residences as well as locations where property was damaged. The suspect was transported to Virginia Hospital Center for medical evaluation. With the assistance of the Federal Bureau of Investigation, the suspect was identified as Kahlil Martin, 25, of no fixed address. He was charged with burglary (x2), attempted burglary, abduction and destruction of property (x2).

This incident occurred at a home or residence at approximately 4:01 p.m. on October 13.

UNLAWFUL ENTRY
1200 block of N. Filmore Street, Arlington, Virginia
At approximately 2:51 a.m. on October 14, police were dispatched to a burglary in progress. Upon arrival, it was determined that the victim was awoken to noise and upon investigating, located an intoxicated unknown male subject at her door speaking incoherently. She closed the door and the subject left momentarily, but returned, and forced his way past the victim into her residence. A neighbor arriving on scene to assist, as well as the victim and an additional occupant of the residence, were allegedly assaulted while attempting to control the suspect until police arrival. Daniel Fay, 25, of Falls Church, VA, was arrested and charged with drunk in public, assault and battery (x3) and unlawful entry. He was held on no bond.

3100 block of Lee Highway, Arlington, Virginia
At approximately 11:27 a.m. on October 18, police were dispatched to the report of an indecent exposure just occurred. Upon arrival, it was determined that the female victim was inside her vehicle when she allegedly observed a male suspect masturbating inside a vehicle parked next to hers. Responding units canvassed the area and located the suspect based on the description provided by the victim. Olumide Onakoya, 42, of Temple Hills, MD, was charged with public masturbation.

This incident occurred at an elementary or secondary school at approximately 10:10 p.m. on October 19.

INDECENT EXPOSURE
800 block of S. Frederick Street, Arlington, Virginia
At approximately 6:24 p.m. on October 20, police were dispatched to the report of a suspicious person. Upon arrival, it was determined that the victim was in the parking lot of his residence when he observed an unknown male suspect in a wooded area staring at him with his pants unzipped. When the victim returned approximately ten minutes later, he observed the same male exhibiting the same suspicious behavior and called police. Arriving officers observed the male in the area, however, he fled on foot. The area was canvased with negative results. The suspect is described as a white Hispanic male, in his 40’s, approximately 5’6”, with an average build, dark hair with a receding hairline, wearing jeans and a light grey and black sweatshirt. The investigation is ongoing.

At approximately 10:09 a.m. on October 26, police were dispatched to the report of an unlawful entry. Upon arrival, it was determined that the victim awoke to find an unknown male suspect asleep inside her residence. Arriving officers located the suspect and took him into custody without incident. Andrew Leonard, 29, of Arlington, VA, was arrested and charged with unlawful entry.

400 block of N. Edgewood Street, Arlington, Virginia
At approximately 12:31 a.m. on October 30, police were dispatched to the report of a suspicious person. Upon arrival, it was determined that a witness observed a suspect allegedly peering through windows of a neighboring residence. Arriving officers established a perimeter, located a suspect matching the description provided by the witness and took him into custody without incident. Stephen Polestak, 48, of Arlington, VA was arrested and charged with peeping. He was held on a secure bond.

UNLAWFUL ENTRY
1900 block of N. George Mason Drive, Arlington, Virginia
At approximately 10:41 a.m. on October 30, police were dispatched to the report of a possible breaking and entering in progress. Upon arrival, it was determined that the victim was inside her residence when she heard knocking at the front door. The victim narrowly opened the door and the suspect allegedly began to push it open. The victim was able to use her strength to close the door and then contacted police. Arriving officers located the suspect in the victim’s yard and took him into custody. The suspect was transported to Virginia Hospital Center for medical evaluation. Warrants for unlawful entry, drunk in public, public urination and possession of alcohol by interdicted person were obtained for Shamsuddin Abbamin, 25, of Arlington, VA.

This incident occurred at a church, synagogue, or temple. At approximately 12:20 p.m. on September 5, police were dispatched to the report of an indecent exposure just occurred. Upon arrival, it was determined that the female victim was walking in the area when she observed the male suspect with his pants pulled down, exposing himself and masturbating. The suspect is described as a white male, wearing light-washed blue denim shorts or pants, and black shoes. Arriving officers canvassed the area with negative results. The investigation is ongoing.

At approximately 1:46 a.m. on September 8, police responded to the report of a suspicious person. Upon arrival, it was determined that the suspect entered a business at closing time and was denied service. The suspect then entered the bathroom, leaving the door ajar, where the victim observed him masturbating. After being asked to leave the business repeatedly, the suspect fled on foot prior to police arrival. The suspect is described as a white male, approximately 5’11”, with an athletic build, defined jawline and round cheekbones, with stubbled facial hair, wearing a striped polo shirt with a white t-shirt under it, a brimmed hat, khaki pants, dark colored boxers and had a tattoo on his back. The investigation is ongoing.

At approximately 2:29 a.m. on September 8, police responded to the report of a peeping. Upon arrival, it was determined that the female victim was inside her residence when she observed the male suspect in the bushes outside the window allegedly looking inside. The suspect fled prior to police arrival. The suspect is described as a white male, approximately 25-40 years old, 5’5”-5’10”. The investigation is ongoing.

Upon arrival, it was determined that an unknown male suspect entered a business and engaged a female employee in conversation. The suspect then began touching himself inappropriately and exposed himself, before fleeing prior to police arrival. The suspect is described as a dark-skinned black male in his early 30’s, with dreadlocks, wearing a white tank top, black shorts and carrying a black backpack. The investigation is ongoing.

Andelino Carrillo Najarro, 33, of Arlington, VA, was arrested and charged with peeping and drunk in public. He was held on no bond.

Upon arrival, it was determined that the victim awoke to an unknown male suspect looking into her residence through a slightly ajar door. The suspect is described as a white male, approximately 6’3”, with a slim build, with brown eyebrows, wearing dark framed glasses and a dark gray hoodie with the hood up. At approximately 11:19 p.m. on June 14, police were dispatched to the report of a peeping. Upon arrival, it was determined that the female victim was inside her residence when she noticed movement outside her window and observed an unknown male suspect exposing himself and masturbating outside the window. The suspect is described as a tall white male, with a muscular build, wearing a maroon or dark red short sleeved shirt and jeans. The investigation is ongoing.

Upon arrival, it was determined that the female victim was informed by a neighbor, who, while outside walking in the area, witnessed an unknown male suspect looking into the victim’s residence. The suspect is described as a male wearing all black clothing. The investigation is ongoing.

At approximately 1:30 p.m. on June 20, police were informed of the late report of a sexual battery. At approximately 9:45 a.m. while the juvenile victim was playing in the park, an unknown male suspect approached the victim and touched him inappropriately before fleeing on foot. The suspect is described as an older dark skinned male, with a medium build, little facial hair and wearing a black, gray and white shirt, black pants and gray shoes. The investigation is ongoing.

SEXUAL BATTERY
1700 block of N. George Mason Drive, Arlington, Virginia
At approximately 9:57 a.m. on May 6, police were dispatched to the report of an assault that had just occurred. Upon arrival, it was determined that while inside a care center, the male suspect approached the female victim from behind, grabbed her waist and began to thrust against her. The victim demanded the suspect to stop and when he refused, she dropped to the floor. Security then arrived on scene and detained the suspect until police arrived. Tebebe Tessema Makonnen, 26, of No Fixed Address was arrested and charged with Sexual Battery. He was held on no bond.

The victim was able to fight back and the suspects fled the area prior to police arrival. Nothing was stolen from the victim and she did not require medical attention. Suspect One is described as a black male with a thin build and black hair, wearing a black shirt and dark jeans. Suspect Two is described as a heavyset black male, wearing dark clothing. While inside the residence, the suspect began examining the victim’s possessions, requested money from the victim and attempted to engage her in conversation. The victim declined to give the suspect money and he left the residence. Upon his exit, the victim determined that a purse was stolen from inside the residence. At approximately 5:57 p.m. on February 27, police were dispatched to the late report of a robbery. Upon arrival, it was determined that at approximately 8:00 p.m. on February 26, the victim was walking in the area when she was approached from behind by two unknown suspects. The suspects assaulted the victim before cutting her purse strap and fleeing the area with her personal belongings. Suspect One is described as a black male, 24-28 years old, approximately 5’6”, wearing a dark sweater. Suspect Two is described as a black male, 24-28 years old, approximately 5’6”, wearing a plaid shirt and brown pants. The investigation is ongoing.

PEEPING

At approximately 5:25 p.m. on February 28, police were dispatched to the report of a subject recording a female victim in a dressing room. Upon arrival, it was determined that at approximately 5:00 p.m., while the victim was inside of a fitting room, an unknown male suspect reached under the wall and began recording her with a cell phone. The victim shouted for help and the suspect left the fitting room. The suspect fled the scene prior to police arrival. The suspect is described as a light skinned Hispanic male, approximately 40 years old, with a heavy build, a short neck, short curly black hair, wearing a gray and red striped shirt, a dark jacket, gray or khaki pants, carrying a dark backpack.

ATTEMPTED CARJACKING
1400 block of N. Scott Street, Arlington, Virginia
At approximately 4:37 p.m. on January 4, police were dispatched to the report of a suspicious person. Upon arrival, it was determined that the male suspect, holding a piece of metal, approached the female victim and allegedly told her he was going to take her vehicle. The victim was able to safely leave the location and contact police. Responding officers canvassed the area and located a suspect matching the description provided by the victim. Jeffrey Johnson, 40, of Waldorf, MD was arrested and charged with attempted carjacking. He was held on no bond.

Upon arrival, it was determined that at approximately 2:30 p.m., a juvenile female victim was walking in the area when an adult male approached her on foot and made a sexually inappropriate comment before fleeing the scene. The suspect is described as a white male, approximately 5’5” to 5’11” tall with an average build, and a black beard. He was wearing a red baseball hat and blue jeans at the time of the incident. He was wearing a striped zip up sweatshirt and dark pants at the time of the incident. The investigation is ongoing.
