1700 block of N. George Mason Drive, Arlington, Virginia
At approximately 9:57 a.m. on May 6, police were dispatched to the report of an assault that had just occurred. Upon arrival, it was determined that while inside a care center, the male suspect approached the female victim from behind, grabbed her waist and began to thrust against her. The victim demanded the suspect to stop and when he refused, she dropped to the floor. Security then arrived on scene and detained the suspect until police arrived. Tebebe Tessema Makonnen, 26, of No Fixed Address was arrested and charged with Sexual Battery. He was held on no bond.

At approximately 10:25 p.m. on May 6, police were dispatched to the report of a possible exposure. The witness described the individual as a possible black male wearing a dark hoodie. No additional information was provided by the witness regarding the incident. Upon arrival, officers established a perimeter and canvassed the area with negative results. The investigation is ongoing.

At approximately 11:20 p.m. on May 6, police were dispatched to the report of a possible exposure. Upon arrival, it was determined that the female victim was inside her parked vehicle when she observed an unknown male suspect approach her vehicle. Once in front of her vehicle, the suspect exposed himself and began masturbating. The victim then drove away. The suspect is described as a male, approximately 6’0” tall and weighing 165 pounds. He was wearing a hoodie with the hood pulled tight around his face at the time of the incident. The investigation is ongoing.

At approximately 5:41 p.m. on May 8, police were dispatched to the report of an indecent exposure. Upon arrival, it was determined that the victim was walking in the area when he witnessed the male suspect masturbating inside of his vehicle. Brian Srey, 29, of Arlington, VA, was arrested and charged with indecent exposure.

ATTEMPTED ROBBERY
N. Irving Street at Clarendon Boulevard, Arlington, Virginia
At approximately 2:39 a.m. on May 10, police were dispatched to the report of an assault just occurred. Upon arrival, it was determined that the female victim was walking in the area when she was approached by three male suspects. The victim continued walking and was again approached by the three suspects. One suspect grabbed the victim around the neck and threw her to the ground, while the other two suspects attempted to steal her purse. The victim was able to fight back and the suspects fled the area prior to police arrival. Nothing was stolen from the victim and she did not require medical attention. Suspect One is described as a black male with a thin build and black hair, wearing a black shirt and dark jeans. Suspect Two is described as a heavyset black male, wearing dark clothing. Suspect Three is described as a dark-skinned Hispanic male with an average build, wearing dark clothing. The investigation is ongoing.

At approximately 3:20 a.m. on May 11, police were dispatched to the report of a sexual assault. Upon arrival, it was determined that a known suspect allegedly touched the victim inappropriately. During the course of the investigation, it was determined that the suspect was also wanted out of Henrico, VA. Horace Holland, 61, of no fixed address was arrested and charged with sexual battery. He was held on no bond.

BURGLARY
2900 block of S. Glebe Road, Arlington, Virginia
At approximately 8:06 p.m. on May 13, police responded to the report of a suspicious subject attempting to gain entry into the victim’s residence. The suspect fled the scene prior to police arrival and responding units were unable to locate the suspect. At approximately 8:40 p.m., police were dispatched to another unit in the same building for the report of a larceny of a purse. Upon arrival, it was determined that the victim was inside her residence when she heard a knock at her door. When she cracked the door open to see who was there, the suspect pushed open the door and entered the residence. While inside the residence, the suspect began examining the victim’s possessions, requested money from the victim and attempted to engage her in conversation. The victim declined to give the suspect money and he left the residence. Upon his exit, the victim determined that a purse was stolen from inside the residence. The suspect is described as a black male who spoke with an accent, in his early to mid-30’s, approximately 5’3” to 5’6”, wearing a black v-neck t-shirt. The investigation is ongoing.

At approximately 12:30 p.m. on May 26, police were dispatched to the late report of a sexual assault. Upon arrival, it was determined that on May 15 at approximately 1:15 a.m., when the victim was entering an elevator in a residential building, the male suspect approached her and asked if he could hug her. Before the victim could respond, the suspect hugged the victim tightly and touched her breasts. The victim was able to push the suspect away and exit the elevator. The suspect is described as an olive skinned male, approximately 5’8”, with short, straight, dark black hair and an average build. The investigation is ongoing.

Upon arrival, it was determined that the female victim was inside a store when the male suspect brushed against her and touched her inappropriately. The suspect fled prior to police arrival, but was located returning to the store while units were still on scene. During the course of the investigation, it was determined that the suspect was also wanted out of Fairfax County. Sterling Flowers, 24, of Alexandria, VA, was arrested and charged with Sexual Battery. He was held on no bond.

The suspect is described as a black male in his late twenties, approximately six feet tall, with a full beard, wearing an army green hooded sweatshirt, with the hood covering his face, and grey sweatpants. At approximately 7:57 p.m. on April 11, police were dispatched to the report of a peeping tom. Upon arrival, it was determined that while the female victim was in a dressing room, she observed a cell phone on the floor with its camera pointing upwards. The victim confronted the male subject in the dressing room next to hers who denied involvement in the incident. The subject fled the scene prior to police arrival. The subject is described as an Asian male, approximately 5’9”, with a heavy accent, clean shaven with scars on his face, wearing a dark jacket, dark jeans, and carrying a backpack on his back. At approximately 2:06 p.m. on April 12, police were dispatched to the report of an indecent exposure. Upon arrival, it was determined that the female victim was walking in the area when she observed an unknown male suspect masturbating inside his vehicle. The suspect fled the area prior to police arrival. The suspect is described as a Hispanic male in his 30’s. He was driving a blue sedan. The investigation is ongoing.

700 block of 23rd Street S., Arlington, Virginia
At approximately 3:04 p.m. on April 15, police were dispatched to the report of an attempted robbery. Upon arrival, it was determined that the female victim was walking towards the entrance of a building when the male suspect approached her, grabbed her hair and pulled at her purse. The suspect was unsuccessful in stealing the purse and fled the scene on foot. The victim did not require medical treatment. Based upon the suspect description provided by the victim, an arriving officer was able to locate the suspect nearby on a property he had previously been banned from. Steven George, 51, of no fixed address, was arrested and charged with attempted robbery and trespassing.

Upon arrival, it was determined that at approximately 9:35 p.m., the female victim was walking in the area when she witnessed an unknown male suspect allegedly masturbating in a park. The suspect is described as a black male, approximately 5’7” tall and 160 lbs., with dark hair sticking out of a dark colored beanie, wearing a black windbreaker and dark pants. The investigation is ongoing.

Upon arrival, it was determined that between 4:50 a.m. and 5:00 a.m., the victim was walking to her residence when an unknown male suspect approached her and demanded money. When the victim declined, the suspect struck her, causing her to fall to the ground. The suspect then fled the scene in a vehicle. The victim suffered minor injuries that did not require medical treatment. Nothing was reported stolen from the victim. The suspect is described as white male, 35-45 years old, approximately 5’5” to 5’7” tall, with black hair that was longer on the top and shorter on the sides and parted to the side, wearing a black jacket, blue jeans and a white belt. The vehicle is described as a dark colored Toyota Camry or similar model sedan with Maryland tags. The investigation is ongoing.

At approximately 12:58 a.m. on March 26, police were dispatched to the report of an attempted breaking and entering. Upon arrival, it was determined that the female victim heard noise originating from outside her sliding glass door. Upon investigation, the victim observed a male suspect allegedly attempting to gain entry into the residence. Upon seeing the victim, the suspect fled the scene on foot. Arriving officers broadcast a lookout for the suspect and following a brief foot pursuit, the suspect was taken into custody. Edwin Ayala Espana, 30, of Arlington, VA was arrested and charged with peeping into an occupied dwelling, unlawful entry and drunk in public. He was held on a secured bond.

Upon arrival, it was determined that the victim witnessed the male suspect masturbating in his vehicle. Based upon the vehicle and suspect description provided by the victim, police were able to develop a possible suspect and requested he return to the scene. Desalegn Alemu, 34, of Woodbridge, VA, was arrested and charged with indecent exposure.

The two suspects stole the victim’s purse and other items of value and fled in a dark blue two-door pickup truck driven by a third suspect. Responding officers canvassed the area with negative results. Suspect One is described as a medium-skinned black male, approximately 5’8-5’10, medium build, in his early 20’s, wearing a black cap, a long black jacket with a hood, with a beige jacket underneath and black shoes. Suspect Two is described as a black male. There is no description of the third suspect. The investigation is ongoing.

At approximately 6:28 a.m. on December 14, police were dispatched to the report of a suspicious person after the victims contacted the Emergency Communication Center to report a suspect allegedly peeping from their backyard. The suspect fled by vehicle prior to police arrival. With the assistance of Fairfax County Police, a perimeter was established and an Arlington K9 conducted a track of the area. A responding officer observed a suspect matching the description provided by the witnesses, conducted a traffic stop and the suspect was taken into custody without incident. Kareem Thomas, 43, of Laurel, MD, was arrested and charged with Attempted Peeping. As a result of the investigation, the suspect was charged with Peeping and Stalking related to a January 4, 2017 incident (2017-01040035).

INDECENT EXPOSURE
1500 block of N. Rhodes Street, Arlington, Virginia
At approximately 11:40 p.m. on August 18, police were dispatched to the report of an indecent exposure. Upon arrival it was determined that a female victim was walking into a residence when a male suspect approached her from behind and exposed himself. The suspect is described as a black male with an athletic build. He was wearing a dark colored sweatshirt with the hood pulled up and had a scarf covering part of his face. The investigation is ongoing.

This incident occurred on a highway/road/alley at approximately 2:15 a.m. on August 20.

This incident occurred on a highway/road/alley at approximately 4:00 p.m. on August 21.

1100 block of S. Hayes Street, Arlington, Virginia
At approximately 12:18 p.m. on August 22, police were dispatched to the report of a possible assault. Upon arrival, it was determined that a male suspect allegedly touched a minor inappropriately while inside a store. During the course of the investigation, officers identified a possible suspect based on the description provided by witnesses. The suspect was located in the area and taken into custody without incident. Rivera Barnett, 26, of Washington D.C. was arrested and charged with sexual battery. He was held without bond.

AGGRAVATED SEXUAL BATTERY (2)
2700 block of S. Fern Street, Arlington, Virginia
At approximately 3:20 p.m. on August 23, police responded to the report of a suspicious person. Upon arrival, police met with a female victim who observed the male suspect playing with children in an inappropriate way. During the course of the investigation, it was determined that the suspect touched two minor females in a sexual manner. Marlon Cardona-Orellana, 38, of Arlington, VA was arrested and charged with two counts of aggravated sexual battery.

3800 block of Fairfax Drive, Arlington, Virginia
At approximately 5:00 p.m. on August 23, police responded to the report of an indecent exposure. Upon arrival, it was determined that a female victim inside a vehicle observed an unknown male suspect exposing himself and masturbating. The suspect is described as a black male, approximately 5’7-5’9, bald, wearing a purple polo shirt and jeans. A canvas of the area by police returned with negative results. The investigation is ongoing.

INDECENT EXPOSURE
Lee Highway at Spout Run Parkway, Arlington, Virginia
At approximately 9:20 a.m. on August 24, officers responded to a report of an indecent exposure. Upon arriving it was determined that a female victim inside a ride sharing pool observed a male passenger expose his genitals and allegedly masturbate. After the female passenger requested the driver to stop the vehicle, the male passenger fled the area on foot. He is described as being in his mid-20’s, with a partially grown out buzz cut, wearing a black t-shirt, dark blue shorts, with a black backpack. The area was canvased with negative results. The investigation is ongoing.

MISSILE INTO OCCUPIED VEHICLE
800 block of S. Dinwiddie Street, Arlington, Virginia
At 2:33 a.m. on August 28, officers responded to a dispute in progress. Upon arrival it was determined that two female victims inside a parked vehicle were approached by two male suspects. When the victims asked to be left alone, the suspects initially walked away, but returned shortly after. One suspect repeatedly threw an object at the vehicle before fleeing the scene on foot. The victims were not injured. Lorenzo Rivas-Martinez, 21, of Arlington, VA was located in the area by officers and arrested and charged with Missile into Occupied Vehicle and Destruction of Property. He was held on no bond.

This incident occurred on a highway/road/alley at approximately 12:12 a.m. on August 29.

At approximately 12:15 a.m. on August 29, police were dispatched to the report of an indecent exposure. Upon arrival, it was determined that a female victim was walking in the area when an unknown suspect approached her from behind, exposed his genitals and brushed against her. The suspect then fled the area on foot. The suspect is described as a darker skinned male, approximately 5’5” with a thin to medium build and a mustache. He was wearing dark jeans and a black sweatshirt at the time of the incident. The investigation is ongoing.

This incident occurred at a military installation at approximately 2:00 p.m. on August 31.
