At approximately 3:23 p.m. on December 3, police were dispatched to the late report of a robbery. Upon arrival, it was determined that at approximately 11:00 p.m. on December 2, the victim was walking in the area when she was approached by an unknown male suspect who attempted to engage her in conversation. The suspect then grabbed the victim’s purse, attempting to pull it away unsuccessfully before brandishing a knife and cutting it away from the victim. The suspect then fled with the victim’s purse. The suspect is described as a black male with a medium complexion, approximately 5’3”, 35 years old, 170-180 lbs., with a stocky build, a mustache, semi-curly hair, and wearing a black jacket. The investigation is ongoing.

This incident occurred at a church, synagogue, or temple at approximately 8:00 a.m. on November 5.

ATTEMPTED ABDUCTION
800 block of Army Navy Drive, Arlington, Virginia
At approximately 7:07 p.m. on November 8, police were dispatched to the report of an attempted abduction. Upon arrival, it was determined that a verbal dispute between the victim and known suspect escalated and became physical. The victim attempted to use her phone to call for help, however, the suspect allegedly took it from her and began forcing her into his vehicle. Two witnesses came to the aid of the victim and challenged the suspect, who released the victim and left the scene in his vehicle. The suspect then returned and a verbal dispute took place over the victim’s cell phone as she retrieved it from the suspect. The suspect then fled in his vehicle prior to police arrival. Warrants for the suspect were obtained for attempted abduction, assault and battery, and preventing an emergency call.

Upon arrival, it was determined that the victims were walking on the W&OD trail when they observed an unknown male suspect near the Ohio Street Bridge with his pants down allegedly masturbating. Arriving officers canvassed the area with negative results. The suspect is described as a white male, 20-30 years old, wearing a red or orange hooded sweatshirt and sunglasses.

At approximately 3:00 p.m. on November 14, police were dispatched to the report of a suspicious person. Upon arrival, it was determined that the victim was inside her residence when she heard multiple loud bangs on the door and observed an unknown male suspect on the front porch allegedly attempting to gain entry unsuccessfully. The suspect fled prior to police arrival. Arriving officers canvassed the area with negative results. The suspect is described as a male wearing a black hooded sweatshirt, dark jeans and white shoes. The investigation is ongoing.

This incident occurred at a home or residence at approximately 6:00 p.m. on November 16.

1300 block of Wilson Boulevard, Arlington, Virginia
At approximately 1:45 a.m. on November 18, police were dispatched to the report of disorderly male. Upon arrival, it was determined that the female victim was in the elevator when two unknown males got on the elevator and engaged the victim in conversation. The victim and subjects exited the elevator and went separate ways. One male then changed directions and approached the female victim and engaged her in conversation. The victim attempted to walk away, but the male followed her back into the building and onto the elevator, where he allegedly touched her buttocks. The victim fled out of the elevator and reported the incident to security, who located the male suspect based upon a description provided by the victim. Walter Guillen, 29, of Gaithersburg, MD, was arrested and charged with sexual battery.

At approximately 3:55 a.m. on November 26, police were dispatched to the report of a male exposing himself. Upon arrival, it was determined that the victim observed the male suspect allegedly with his pants down exposing himself while walking in the area. A lookout was broadcast and arriving officers located an individual matching the suspect description in the lookout still in the area, appearing disheveled and intoxicated. The suspect actively resisted officers while they placed him in handcuffs. Once in custody and while in booking, the suspect continued to resist, attempting to remove his hands from the handcuffs, and ignored the instructions of officers. Michael Tomlin, 54, of no fixed address, was arrested and charged with obstruction of justice, indecent exposure and drunk in public.

At approximately 8:14 p.m. on October 3, police were dispatched to the report of an exposure. Upon arrival, it was determined that at approximately 7:40 p.m., an unknown suspect entered a business and sat down in a chair. The suspect then exposed himself and touched himself inappropriately. The suspect fled on his bike after the employee informed the suspect she was calling police. The suspect is described as a black male, 35-40 years old, approximately 5’10”, 215 lbs., with black and blonde dreadlocks falling below shoulder length, some facial hair, wearing a dark t-shirt and blue jeans. The bike is described as a gray and black mountain bike. The investigation is ongoing.

PEEPING
2800 block of 9th Street S., Arlington, Virginia
At approximately 10:07 p.m. on October 6, police were dispatched to the report of a subject peeping into windows. Upon arrival, it was determined that the suspect was observed peeping into a residence and crouching behind a bush to avoid being seen. When an arriving officer attempted to make contact with the suspect, he fled on foot. A brief foot pursuit ensued before the suspect was taken into custody without incident. Alexei Rodriguez, 44, of no fixed address, was arrested and charged with peeping/spying into a dwelling.

This incident occurred in a park or playground at approximately 10:22 p.m. on October 6.

BURGLARY AND ABDUCTION
6700 block of 19th Road N., Arlington, Virginia
At approximately 5:35 a.m. on October 10, police were dispatched to the report of suspicious circumstances. Upon arrival, it was determined that the victim heard noise originating from the backyard and upon investigating, located damaged property. As officers canvassed the neighborhood, they began receiving reports of a naked man observed in the area. Officers located the suspect in the 2100 block of N. Westmoreland Street and commanded him to stop. The suspect fled on foot into a residence where he locked himself inside a bathroom with a male victim. The male victim was unharmed and able to unlock the door at which time officers took the suspect into custody without further incident. As the investigation continued, officers located additional victims and determined the suspect had allegedly attempted or successfully gained entry into residences as well as locations where property was damaged. The suspect was transported to Virginia Hospital Center for medical evaluation. With the assistance of the Federal Bureau of Investigation, the suspect was identified as Kahlil Martin, 25, of no fixed address. He was charged with burglary (x2), attempted burglary, abduction and destruction of property (x2).

At approximately 2:51 a.m. on October 14, police were dispatched to a burglary in progress. Upon arrival, it was determined that the victim was awoken to noise and upon investigating, located an intoxicated unknown male subject at her door speaking incoherently. She closed the door and the subject left momentarily, but returned, and forced his way past the victim into her residence. A neighbor arriving on scene to assist, as well as the victim and an additional occupant of the residence, were allegedly assaulted while attempting to control the suspect until police arrival. Daniel Fay, 25, of Falls Church, VA, was arrested and charged with drunk in public, assault and battery (x3) and unlawful entry. He was held on no bond.

At approximately 11:27 a.m. on October 18, police were dispatched to the report of an indecent exposure just occurred. Upon arrival, it was determined that the female victim was inside her vehicle when she allegedly observed a male suspect masturbating inside a vehicle parked next to hers. Responding units canvassed the area and located the suspect based on the description provided by the victim. Olumide Onakoya, 42, of Temple Hills, MD, was charged with public masturbation.

At approximately 6:24 p.m. on October 20, police were dispatched to the report of a suspicious person. Upon arrival, it was determined that the victim was in the parking lot of his residence when he observed an unknown male suspect in a wooded area staring at him with his pants unzipped. When the victim returned approximately ten minutes later, he observed the same male exhibiting the same suspicious behavior and called police. Arriving officers observed the male in the area, however, he fled on foot. The area was canvased with negative results. The suspect is described as a white Hispanic male, in his 40’s, approximately 5’6”, with an average build, dark hair with a receding hairline, wearing jeans and a light grey and black sweatshirt. The investigation is ongoing.

Upon arrival, it was determined that the victim awoke to find an unknown male suspect asleep inside her residence. Arriving officers located the suspect and took him into custody without incident. Andrew Leonard, 29, of Arlington, VA, was arrested and charged with unlawful entry.

At approximately 12:31 a.m. on October 30, police were dispatched to the report of a suspicious person. Upon arrival, it was determined that a witness observed a suspect allegedly peering through windows of a neighboring residence. Arriving officers established a perimeter, located a suspect matching the description provided by the witness and took him into custody without incident. Stephen Polestak, 48, of Arlington, VA was arrested and charged with peeping. He was held on a secure bond.

UNLAWFUL ENTRY

At approximately 10:41 a.m. on October 30, police were dispatched to the report of a possible breaking and entering in progress. Upon arrival, it was determined that the victim was inside her residence when she heard knocking at the front door. The victim narrowly opened the door and the suspect allegedly began to push it open. The victim was able to use her strength to close the door and then contacted police. Arriving officers located the suspect in the victim’s yard and took him into custody. The suspect was transported to Virginia Hospital Center for medical evaluation. Warrants for unlawful entry, drunk in public, public urination and possession of alcohol by interdicted person were obtained for the suspect, 25, of Arlington, VA.

The suspect then entered the bathroom, leaving the door ajar, where the victim observed him masturbating. After being asked to leave the business repeatedly, the suspect fled on foot prior to police arrival. The suspect is described as a white male, approximately 5’11”, with an athletic build, defined jawline and round cheekbones, with stubbled facial hair, wearing a striped polo shirt with a white t-shirt under it, a brimmed hat, khaki pants, dark colored boxers and had a tattoo on his back. The investigation is ongoing.

Upon arrival, it was determined that the female victim was inside her residence when she observed the male suspect in the bushes outside the window allegedly looking inside. The suspect fled prior to police arrival. The suspect is described as a white male, approximately 25-40 years old, 5’5”-5’10”. The investigation is ongoing.

The suspect is described as a dark-skinned black male in his early 30’s, with dreadlocks, wearing a white tank top, black shorts and carrying a black backpack. The investigation is ongoing.

The victim demanded the suspect to stop and when he refused, she dropped to the floor. Security then arrived on scene and detained the suspect until police arrived. Tebebe Tessema Makonnen, 26, of No Fixed Address was arrested and charged with Sexual Battery. He was held on no bond.

While inside the residence, the suspect began examining the victim’s possessions, requested money from the victim and attempted to engage her in conversation. The victim declined to give the suspect money and he left the residence. Upon his exit, the victim determined that a purse was stolen from inside the residence. The suspect is described as a black male who spoke with an accent, in his early to mid-30’s, approximately 5’3” to 5’6”, wearing a black v-neck t-shirt. The investigation is ongoing.

This incident occurred at a home or residence at approximately 12:00 a.m. on March 24.

PEEPING
1000 block of N. Cleveland Street, Arlington, Virginia
At approximately 12:58 a.m. on March 26, police were dispatched to the report of an attempted breaking and entering. Upon arrival, it was determined that the female victim heard noise originating from outside her sliding glass door. Upon investigation, the victim observed a male suspect allegedly attempting to gain entry into the residence. Upon seeing the victim, the suspect fled the scene on foot. Arriving officers broadcast a lookout for the suspect and following a brief foot pursuit, the suspect was taken into custody. Edwin Ayala Espana, 30, of Arlington, VA was arrested and charged with peeping into an occupied dwelling, unlawful entry and drunk in public. He was held on a secured bond.

At approximately 9:08 p.m. on March 26, police were dispatched to the report of a possible peeping tom. Upon arrival, it was determined that the witness observed an unknown suspect looking into the window of a residence. The suspect fled the scene prior to police arrival and officers canvassed the area with negative results. The suspect is described as a male, 30-45 years old wearing a dark jacket and black knit cap. The investigation is ongoing.

This incident occurred at a grocery store or supermarket at approximately 11:00 a.m. on March 27.

INDECENT EXPOSURE
1800 block of N. Scott Street, Arlington, Virginia
At approximately 6:41 p.m. on March 30, police were dispatched to the report of an indecent exposure. Upon arrival, it was determined that the victim witnessed the male suspect masturbating in his vehicle. Based upon the vehicle and suspect description provided by the victim, police were able to develop a possible suspect and requested he return to the scene. Desalegn Alemu, 34, of Woodbridge, VA, was arrested and charged with indecent exposure.
