This incident occurred on a highway or road at approximately 3:20 a.m. on August 11.
INDECENT EXPOSURE
2600 block of S. Walter Reed Drive, Arlington, Virginia
At approximately 8:05 a.m. on August 11, police were dispatched to the report of a suspicious vehicle. Upon arrival, it was determined that the female victim was walking in the area when a vehicle pulled up next to her and the driver asked her for directions. The female victim was providing directions when she observed the suspect touching himself inappropriately and exposing his genitals. The victim yelled and the suspect drove away. The suspect is described as a Hispanic male with black hair. The investigation is ongoing.

This incident occurred at a park or playground at approximately 11:40 p.m. on August 19.

Unit block of N. Glebe Road, Arlington, Virginia
At approximately 1:16 p.m. on August 22, police were dispatched to the report of a male exposing himself. Upon arrival, it was determined that the victim observed the male suspect allegedly exposing himself and masturbating inside a business. Durrell Carter, 37, of Arlington, VA, was arrested and charged with indecent exposure, possession of marijuana, identity theft and possession of a fake identification. He was held on no bond.

2300 block of Columbia Pike, Arlington, Virginia
At approximately 5:45 a.m. on August 28, police were dispatched to the report of an indecent exposure. Upon arrival, it was determined that the victim was inside a business when he observed the male suspect outside looking through a window while allegedly masturbating. The suspect fled prior to police arrival. The suspect is described as a black male, 5’10”-5’11”, weighing 170-180 lbs., approximately 35-40 years old, wearing a grey and navy hoodie with the hood up, and black sweatpants.

1800 block of N. Oak Street, Arlington, Virginia
At approximately 11:10 p.m. on August 29, police responded to the report of an indecent exposure. Upon arrival, it was determined that an unknown male suspect entered a business and engaged a female employee in conversation. The suspect then began touching himself inappropriately and exposed himself, before fleeing prior to police arrival. The suspect is described as a dark-skinned black male in his early 30’s, with dreadlocks, wearing a white tank top, black shorts and carrying a black backpack. The investigation is ongoing.
